IN SUCH CIRCUMSTANCES, THE SELECTION OF THE RECIPIENT STUDENTS WILL BE MADE BY THE EDUCATIONAL ORGANIZATION. THERE WILL BE NO LIMITATIONS BASED ON RACE, EMPLOYMENT STATUS OF THE PROSPECTIVE RECIPIENT, OR FAMILY RELATIONSHIP OF THE PROSPECTIVE RECIPIENT.
